Guidelines
for Participating in the Cultural Map Project
Any utilisation
of this product and concept requires the permission, in writing, of the
ACT Government. The 18 Local Councils that are involved with the ACT Government
in the Australian Capital Regional Cultural Map, are participating in this
project on the basis that they accept the Guidelines below:
The intention of
the Regional Cultural Map is to provide a clear picture of the atmosphere,
identity and uniqueness of the nineteen municipal areas included in this
project. The project involves eighteen Local Councils and the ACT Government
consulting with local residents to find out why they chose the place where
they live, what they like most about it and what local knowledge or ideas
they might have for the future enhancement of their area.
Each Council's
Cultural Map will reveal and illustrate local community values and aspirations
and as such, will provide valuable information for Government officers providing
services to the community. Not only will it inform each Council's Social
Plan, it will also assist economic development and tourism potential,through
the promotion of local cultural vitality.
In undertaking
this project, the partipating Councils agree to abide by the following principles
and conditions:
- In order to maintain consistency
across the region, the design and content of the
Cultural Map navigation bar, top bar and other generic content will not
be changed by Councils, unless agreed to by the Regional Cultural Map
Project Manager; however,
Councils are free to change the background pattern on the buttons, if
they so choose, as long as the order, name, shape and positioning of the
buttons remain unchanged;
- The Cultural Map will
not contain any advertising or promotion of any commercial activity or
enterprise; however,
events, people or places that involve commercial activity but also strongly
demonstrate local atmosphere, identity or community cohesion, can be included
as long as the commercial aspect is not focussed upon;
- After the twelve month
duration of the Regional Cultural Map project (to conclude in October
2002), all Councils will have the option to either quit or continue their
component of the Regional Cultural Map, on a user-pays basis;
- The software and hardware
purchased for each Council from project funds is to be used to collect
and process data for the Cultural Map and will become the property of
each Council. It is very important to note that, upon acceptance
of the equipment, each Council accepts full responsibility for ensuring
that the software is installed in only one computer and is not copied,
as only single licences have been provided. It is strongly recommended
that the Council staff member who is to develop the content for each Council's
Cultural Map also undertake the related training offered and take responsibility
for the software, which should be installed on that person's computer
only;
- It is proposed that each
Council's Cultural Map be integrated into that Council's existing website.
Where Councils need support in ISP hosting costs for the Cultural Map
component of their websites, assistance will be considered, funding permitting,
as appropriate, for the duration of the project (i.e. up to October 2002).
At this
stage however, there is general agreement between the participating Councils
that this will probably not be necessary as the Cultural Map is not expected
to occupy a great deal of space in each Council's existing webpage. The
preference is that available funding provide additional training for staff,
as possible;
- Each Council and the ACT
Government agree to provide a link to each other's Cultural Map address,
thereby forming the Regional Cultural Map. It is proposed that
this be undertaken through the 'links' button in the Template provided;
- The Copyright and Intellectual
Property of the Regional and ACT Cultural Map concept, design and application
belong to the ACT Government. All Councils agree to publish this information
in their own Cultural Map (as provided by the ACT Government);
- All local content contributions
and externally-provided software will remain the property of those who
created them;
- Each Council and the ACT
Government undertake to obtain permission, before publishing, from all
who provide content to their Cultural Map and each takes full responsibility
for publishing their own content;
- Each Council agrees to
provide staff, adminstrative and in-kind support to the project, as possible
and practical.
