Local Environmental Study
The Local Environmental Study provides the community, non-government and government agencies with a wide range of data relating to the Cooma–Monaro local government area. It will assist in gaining an understanding of the local government area and therefore in the consideration of the planning documents developed as part of the Cooma–Monaro Shire Council Strategic Planning Project 2004–2012. It should be read in conjunction with the draft local environmental plan (LEP) and draft Strategic Direction 2011-2030.

The information in this study provides an overview of each of the environments (social, economic, built and natural), the Cooma–Monaro local government area localities, current planning provisions, the outcomes of data analysis, and a summary of Council‟s consultation with the community and government agencies. This information has been used by Council to develop the products of the Strategic Planning Project (refer to Section 1.2.2). It is intended that the Local Environmental Study will be used for future Council, community, non-government and government projects as it provides a „snapshot‟ of the Cooma–Monaro local government area during the 2004–2011 period.

What is Strategic Planning?

Strategic planning is concerned with the “medium to long-term use, management, development and conservation of land and its resources for the purposes of promoting the social, cultural, economic and ecological well-being of the community and a better environment for present and future generations.  This requires an integrated and holistic approach to decisions involving the use and development of land and natural resources”¹

Project Background

In 2004, Council resolved to undertake a strategic planning project (which includes the review of the shire’s Local Environmental Plans) for the whole of the Cooma-Monaro Shire. 

The aim of the project is to:
-  determine the future direction of the Cooma-Monaro local government area
-  develop consistent polices across the whole of the Cooma-Monaro local government area
-  review and update Council’s landuse planning documents, which includes the Local Environmental Plans

Council received fifty thousand dollars in grant funds under the NSW Planning Reform Fund Grant Programme to assist the project.

In early 2007, Council received further grant funds-eighty thousand dollar grant under the same programme to develop a 20 year plan for the CBD and the Polo Flat industrial area, an Economic Profile and to undertake consultation with members of the Aboriginal community. 

 
Project Products

The project involves the development of the following documents:

  • Strategic Direction - This sets the direction of landuse in the Cooma-Monaro local government area for the next twenty years.  Indicators, specific to the local government area have been included in the document.  The indicators measure progress in achieving the strategic direction.  The results of the indicators will be reported through the annual and comprehensive State of Environment Reports
  • One Local Environmental Plan for the whole of the Cooma-Monaro local government area.  A Local Environmental Plan determines the type and location of development including the future use of land.  This provides the basis for developing the shape and character of the Cooma-Monaro local government area.
  • Local Environmental Study - This document provides the technical background to the Local Environmental Plan. 
  • Development Control Plan(s) for both the urban and rural areas.  These provide detailed development control provisions, for example setbacks and landscaping requirements.
  • Social Plan for Community Wellbeing 2007-2012 This plan focuses on the needs of the community and agreed strategies in relation to the social environment. 
  • Central Business District Structure Plan 2009-2029 - The Structure Plan will guide the development of the central business district.  It aims to connect the roles, infrastructure and other components of the central business district.  For instance the transport network, open space and residential, commercial and retail landuses. 
  • Polo Flat Structure Plan 2009-2029 - This Structure Plan covers the industrial area of Polo Flat which sits on the eastern edge of Cooma.
